The IRS (but not NYS!) has extended the time to pay tax debt
The Treasury Department and the Internal Revenue Service have extended the time to pay your income tax debt until June 15, 2020. Please note that they have not extended the time to file your income tax return.
This extension of time to pay is available to individual taxpayers who file on Form 1040, as well as, fiduciaries who file on Form 1041. In order to avoid a penalty for failure to file (which is typically only assessed if there is tax due), be sure to file your return on or before the April 15th deadline.
As of March 16, 2020, New York State has not extended the time to file or pay personal or fiduciary income tax returns.
